Lubbock County - Jail

As a result of a Federal and State mandate, Lubbock County voters approved nearly $90,000,000 for the construction of a new jail.  Chapman Harvey Architects, in association with Rosser International, Atlanta, Georgia, and a long list of consulting engineers, spent two years programing and preparing construction documents for the 347,000 sq. ft. facility.  The County commissioners in 2005 awarded the construction contract to W.C. Yates & Sons Construction Company.  The facility was completed in 2009.

 

CHA’s involvement in the project was to act as a liaison among Rosser International, Lubbock County, the City of Lubbock, and the State of Texas.  During programing and concept design, CHA provided expertise in the knowledge of local building codes and the Texas Accessibility Standards.  During construction document preparation, CHA continued to provide review and interpretation of City and State codes.  When the 90% complete documents were being reviewed for quality control and accuracy, CHA was assigned the task of Texas Accessibility Standards review of all 450 drawing sheets, resulting in multiple pages of review comments and design revisions.  During the construction phase, CHA acted as the local ears and eyes for Rosser International, making weekly site visits,  attending construction progress meetings, reviewing pay applications, and preparing supplemental drawings.
